When do Epcot WS Counter Service Locations Open?

I am wondering when the counter service locations open in the World Showcase - specifically Norway and France? Do they open at 11 when World Showcase opens at 11 or are they open at 9 if that's when Future World opens? I thought I had read about people picking up breakfast items but wasn't sure if they were referring to having a late breakfast or if these locations were actaully open before the rest of that area? Thanks in advance!

11 AM. They are not open earlier for breakfast. The only location in World Showcase that opens earlier than 11 is Akershus.

I would assume that when you read about people picking up breakfast items there, they are either eating breakfast after 11 AM or they intend to eat the items for breakfast the next day.

If you want breakfast at an Epcot CS, Sunshine Seasons is open.

Unless the time has changed the last time I went to the Liberty Inn which is located in the USA Pavilion, they opened at 11:30 AM.
