When did paypal start holding funds when you sell a item on ebay??

I have sold a few things over the years of being a ebay member, but I listed two items the other day..One sold and they paid me right away but paypal is holding the money for 21 days!!! I went ahead and sent the item and added the tracking info but still have not released my money..when did this start?? I dont think I will sell anymore on ebay that is silly to have to wait 21 days for my money when item was sent...
 
I sell all the time and they do not hold my money. I am wondering how they paid you? Did they pay by credit card? By Bank account? From another country?
 
Paypal does this randomly. However usually only for 48 hours just as a security check.

If they are holding funds for 21 days, then you should NOT have shipped your item until it cleared.

•If you ship directly using USPS, UPS or FedEx and manually enter shipment tracking information on eBay or the PayPal Transaction Details page, funds should be available 3 days after we can confirm that the order was delivered.
•If you mark the item as shipped in My eBay but don’t upload tracking information, funds should be available 7 days after your latest estimated delivery date OR
•If you don’t provide tracking information, mark the item as shipped, or the estimated delivery date cannot be calculated, funds should be available in 21 days.
 

PayPal has always been able to do things like this.and they used to be worse when they were their own company.
 
Looks like I wont be selling, I use paypal all the time I am shocked they did this to me..But ohhh well I guess I can have my money in 21 days...Heck I just purchased and paid for five things I bought off ebay and paid via paypal..:confused3
 
They did that to me about a year ago. Although I have dozens and dozens of purchases with 100% feedback saying I pay fast, they still held my money for 21 days when I sold something for the first time. I was really mad because I sent it out immediately and I really needed the money.

I think some of the posts are talking about two different things: 1) when Paypal holds your funds and 2) when a payment hasn't cleared yet.

If Paypal is holding your funds (this sounds like the OP's situation), you shouldn't wait to ship the item because the buyer has nothing to do with it, and you'll wind up with negative feedback (appropriately so).

If the payment hasn't cleared yet (and this doesn't sound like what the OP is talking about), then the item definitely should not be shipped until it does.

FWIW, Paypal has never held my funds, but I don't meet any of the criteria listed in one of the posts above.
 
Paypal held my fund the first few times I sold something on Ebay. I have an old account, but very few purchases and no sales at the time.

They will review your account once a month and as long as you have good standings, they'll put it back to normal. If you log into paypal, there should be a red header bar explaining why funds are being held. Try selling one item a month for 3 months and that should be enough to get the hold off on your account.

You can also be placed on probation like that if your DSR ratings go down. It seems like less than half the buyers leave feedback, and then there's some that will say "great seller" but still leave lower than five stars.
 
It should also be noted that if a buyer pays via PayPal's "e-check", the seller should hold-off on shipping until the transaction clears the buyer's bank/PayPal...

By reading this and you saying you've only sold things here and there you should have already answered your question as to why they are holding your funds. Once the buyer receives the item and leaves you positive feedback and do what paypal is asking regarding the tracking number than paypal will most likely credit your account for the sale way sooner than 21 days.

I have sold things randomly on eBay got paid thru PayPal with no holding of funds.

The whole point of my post is asking when they started doing this!!!! I have sold items in the past and this was not the case...I have been a member of ebay and paypal for years and they start this now..:confused3 Also I think its absurd that the seller has to wait until buyer gets item and is okay with it before you get your money...I also did add the tracking number and they have yet to release my funds...

They've been doing this with new sellers or sellers who haven't sold for quite a while now. So it's not new. Certain categories (for instance electronics) have it happen more often.

Paypal should release the funds 3 days after the tracking show delivered (if I remember the rules). Adding a tracking number doesn't free the money since there are fake tracking numbers that ebay accepts.

I ALWAYS let people know when their item is shipped and I ALWAYS give feedback. I have a 99-100% satisfaction rating.
The items I ship are a set fee for shipping. Some people think my fee is a little on the high side (it's about 15 cents over the cost of the stamps) I ALWAYS tell people in my auctions how much the shipping will cost upfront, s they can decide if the want to pay it.
Well, since some people think the fee is high, when they leave feedback for me, they say the shipping was too high, which brings my overall customer satisfaction rating down. Because of that I often am "below performance standards" and ebay restricts how many items I can sell each month and and paypal holds my $ for 21 days. I think I started having issues with this about 18 months or 2 years ago.
It is complete and utter crap. It infuriates me because you are powerless to change it. I have called, they just don't care. Ebay has gotten progressively more difficult over the years and is super seller unfriendly. I have NEVER had a bad outcome on an auction, I had negative feedback once in a year for something really silly that I disputed. I tell people up front how much the shipping is. They have the option to not buy my auction if they think 60 cents is too much to send them and envelope with stuff in it.

If I'm reading this correctly you have a set flat rate for shipping. If that is so add the cost into your starting price and make it free shipping. Auto 5 stars for shipping costs.

Free shipping items also place better in the default 'best match' sort. If you have flat rate shipping you just hurt yourself by not adding the costs into the start price and offering 'free' shipping.

Some buyers won't even give you a 5 on shipping costs even if the actual cost is more than they paid. So best just not to give them an option.
 
Me too. I sell one maybe two things a year and I have never had fund held. My last sale was in June of this year and the $800 was available right I way for me to transfer to my bank acct.

Wonder if this is a fairly recent rule :confused3
