When can you buy the dining plan

I'm so used to having the dining plan included with my Disney stay I am wondering where and how you buy the dining plan at Universal. I don't know if it will be worth it as DH and I will probably share meals and I don't know the price. I did see that it includes a QS meal and drink and a snack for later is this correct?
 
You can buy it right from the cashier when you pay for your meal.

I followed this guideline:
To save a decent amount of money using the Universal Dining Plan – Quick Service, you need to find entrees over $12.00 and snacks over $4.00. Unfortunately, these are somewhat rare. Most entrees cost between $7.99 and $10.99, meaning that, without careful planning, it’s difficult just to break even with this plan. More times than not, you’ll lose money.

I used it when our meals cost at least $12 (and we would share the meal). The chicken/ribs platter had the most food for the money. I made sure I only used the snack credits for snacks $4.99 and up. (My son's Raspberry Lemonade Squishee was only $3.99 so I paid cash OOP). It was a very good deal for frozen butterbeer - $5.99. I also used 3 credits for cheesecakes from the Boulangerie. I have no idea how much the cheesecakes were (no prices in the store or online) but they were so good we just went with it. I think they were $4.99?

Frozen Butter Beer was 6.50 a couple of weeks ago. I went from not buying the plan when we go to buying it now. I buy two adult plans and my husband and I usually share with our DDs (both are young). I agree that the chicken and ribs are a good a deal and I love the potatoes offered with the meal.
 
No wonder I saw $7ish on the register. I honestly did not look at the price while at the park and would try to pay attention while they were ringing up the bill. But it goes by so fast! And the actual amount dos not show up on the receipt.

For Three Broomsticks meal (1 rib platter, 1 chicken and ribs platter, 1 pumpkin fizz, 1 Gilly Water) - I bought 2 dining plans and it ended up being $40+tax which is just about what the two meals + drinks would have cost. So it really did save me quite a bit since I would get 2 beverages + 2 snacks more for "free".

We had the full dining plan when we visited. It included a full qs meal with drink, one table service meal with drink and dessert, one extra drink and one snack. By using the table service meals at Citywalk I think we got a good deal. The desserts were bigger and tastier at Citywalk. We used the snack credits for breakfast at Cinnabon most mornings. For the extra drink we purchased bottled soda at Citywalk.
I think we either broke even or were a little ahead.
