When can you book DLP?

Is it necessary to have all points needed for a DLP trip before booking? Example: I will have 0 points for 2003 but want to go to DLP in 2003. Can I borrow 2004 points and still book a 11 months in advance? And when can I borrow points if my use year is Feb? Do I have to wait until Feb 2003 to borrow 2004 points? That would mean to book a vacation to DLP in September of 2003 using 2004 points, i couldn't call and make a reservation until Feb 2003. Does this sound right?
