When are handicapped accessible rooms made available to the general public?

Are they released only when all other rooms of the booking category are filled, or are they also released when the 90 day prior to sail date (or some other date) passes?

I don't really know. We were offered a handicap accessible 1 bedroom on Concierge level for our cruise on the Fantasy - but there were no other concierge rooms available when I made the reservation. I booked it well before 90 days prior to the sail date

I have found that there are sometimes HA rooms available that don’t show up on the website. I asked my travel agent to look into some rooms that didn’t look available, but turns out they were.

Also – for our Nov 2016 cruise there are both HA and regular rooms available, so no they don’t seem to wait until all other rooms in a booking category are filled.

I'm sailing in December 2016 in a HA room. The only 2 rooms left in that booking category were HA. I told them that I would happily switch if a non HA room became available, but they said they didn't keep any kind of list for that. I do periodically check the website to see if any regular rooms have come available.

From what I know, they don't necessarily "open up", as the need for a handicapped room can arise the day before or the day of the cruise if someone has an accident. Empty rooms are sometimes assigned to guests who book a guarantee cabin, and also they can be moved from that cabin (before the ship sails) on a moments notice if someone suddenly has a need for a handicapped room. Also sometimes normal guests are able to book those cabins if thats all that remains in that category. They may even leave those cabins empty, it all depends.
