When and where do you pay the luggage fees?

You can tell I haven't flown in a while. I haven't ordered my air tickets yet and I'll probably do it on-line soon. Anyway, do you pay for luggage at the same time as the ticket on line? Do you do it at the airport; since, you don't have a weight on the luggage yet (in case it's overweighted)?

I want to expedite the process as much as possible and I would think you can prepay, but I'm just not familiar with the process.

I'm thinking there are multiple ways to do this; so, I would appreciate a little knowledge, here. TIA.

Most airlines you pay for luggage when you check-in, either online or at the counter.
