Wheelchair transportation to an excursion

I will be traveling with my MIL who will be bringing an ECV and walker. I have a St Thomas shopping excursion booked. The excursion allows for collapsible wheelchairs and walkers. The problem I have is there is no way my MIL could use her walker to go from the ship to the end of the port to board a shuttle. Does Disney allow the temporary use of a wheelchair in this scenario? She would need a wheelchair to the shuttle and we wid bringhe walker with her. We have not received a response from Disability Services
 
Normally their wheel chairs cannot be removed from the ship. You may want to rent one from Special Needs at Sea to have aboard the ship, they deliver and pick-up.
