My wife has a fracture in her foot and torn ligaments so we will need to rent a wheelchair. My questions are:

Can you rent one before the parks open?
Can you rent one at the TTC at MK so you don't have to walk as much?

The less walking the better. And the sooner we can get it the better.

We are flying from baltimore so we can't take a wheelchair with us. We will need to get it at the parks.

So I am assuming that your wife is currently using crutches at home? Your airline may be able to arrange for a wheelchair to get her to and from the gate if you contact them in advance, so she willhave an easier time at the airports.

Will she be able to manage OK at your resort without a wheelchair? Are you staying on site? The reason I ask is that some of the resorts at WDW are quite spread out and require a fair bit of walking from room to lobby, food court or bus stops.

Absolutely she will need a wheelchair or ECV in the parks.

IF she can manage OK at your resort, then you can just rent a chair or ECV each day at the park. The rental places are inside the entrances to the parks, so you cant rent them before the park opens. (pretty sure about that)

If she can't manage with crutches at the resort, then I strongly suggest that you arrange for a rental from an off site company that will deliver the chair to your resort, and also pick it up. Information on these are found in the sticky's at the beginning of the Disability board. That way she'll have it 24/7 for your entire stay. Good luck
 
I suggest renting a wheelchair from off-site. There is no rental at TTC and it can be quite a hike from any of the parking lots to a rental location. Off-site wheelchairs are cheaper and you will have it at the resort. The last time I was in WDW, it was a mile round trip to the pool! Half a mile round trip to the food.

If you rent off-site, you can get a wheelchair that will allow you to raise her leg, which should help with the pain and swelling. Also, she will need her crutches in the park, and there is no crutch holder on park wheelchairs. You can get a crutch holder for off-site wheelchair.

And what it ultimately comes down to is comfort though - park wheelchairs are heavier, (which can mean harder to push), completely non-adjustable, and potentially not available in the size you want. I have been in a park wheelchair that barely fit my tush and my knees were up my nose (I am only 5' and 110 lbs) and I have been in ones so large I could not reach the wheels at all to move myself (which means she will need help getting to a toilet).

Check out some of the rental companies listed in the FAQs and see what would work for you. Most will deliver to your hotel room for free.

Just in case you were not aware - I wanted to mention that it is possible to rent a wheelchair at home and bring it with you on the plane. Wheelchairs and other mobility devices are transported free of charge and they do not count toward your baggage allowance. You can keep the wheelchair to the point of actually boarding the plane and then gate check it. There is more information about air travel with a wheelchair in the disABILITIES FAQs thread. If you choose not to rent one and bring it with you, contact your airline to arrange for wheelchair service - a skycap can meet you with a wheelchair and take her where she needs to go.
Depending on your insurance, you might be able to get your medical insurance to pay for a wheelchair with a doctor’s prescription.

I agree with the other posters about renting a wheelchair or ECV offsite. That way you will have it when you need it and won’t have to worry about availability at the parks. Post 2 of the disABILITIES FAQs thread has information about renting ECVs and wheelchairs.
