Aren't they not even part of the United Kingdom?
I've heard people argue that Irish are British, but never Scottish.
My nationality is American.
And I'm like, 95% Irish, and a little bit German and British.
And some sort of Scandinavian. But only an eensy bit.
I'd say that depends on which part of Ireland you're talking about. Northern Ireland belongs to the UK, but Ireland is its own country. And there is a difference between Irish and Scottish.

Scotland is part of the UK. The actual Irish shouldn't be called Scottish or British. Great Britain is an island that's made up of England, Wales, and Scotland. The English, Welsh, and Scottish are all British and they all are parts of the UK. Northern Ireland is not part of Britain but it is part of the UK.
