I've never read Twilight but I thought Jacob like 'claimed' the daughter and was in love with her... that doesnt sound like a brother/sister relationship to me.

In the book, it says he "imprints" on her, meaning he would take care of her and act as an older brother until she was of an appropriate age, and only then think of her romantically.
