Yeah, the rumor is tied to the oft-speculated removal of the Streets of New York area entirely (to make room for Star Wars or Cars, etc.).
Personally, I think they will work with and develop the former Back Lot Tour area first, before removing the Streets on NY, so I bet Osborne Lights hangs around at least one more year. After that, who knows, but they could always find a new location to do the lights, maybe at Disney Springs or something. That's all just my personal speculation though.
I read that they replaced the incandescent lights with LEDs, and maybe my thinking is wrong, but it seems to me that they wouldn't get rid of them after making that kind of investment in them.
Yes, it's a rumor. But it is becoming more and more clear that DHS is going to be undergoing major structural changes in the not too distant future. Once the transformation of the park begins in earnest, it is likely the putting up the Osborn Lights will likely be incompatible with those efforts. In the end, if the elimination of the Lights means that the park will be upgraded, I would consider that to be a net win.
Some of the more interesting buzz has involved possibly stepping away from the Osborne family involvement and moving to a new decorator.

Given that I believe the end of the current contract with the family is near, such speculation could be a negotiation ploy.
With the expansion plans for the park, the lights will eventually have to relocate, but I believe the wording I remember is along the lines of "If we have to hang them on Rock N Roller Coaster for a year, there *will* be lights!"
Have heard the rumor for years as well. Have also heard that they are not being removed, only relocated. I would assume that when (and if of course) they star adding SW and other park changes that they will need to be moved to complete the construction.

No one place to point you, so much has been happening. Suffice it say a fair crapload of stuff has closed over the last year and/or is being torn down. See Sounds Dangerous, American Idol, Backlot Tour, BAH demo--none with a replacement named. Combine that with near-constant hints that a major park renovation (a la DCA) is coming in the form of Star Wars Land, Cars Land, Pixar Land, or some combination thereof and one cannot help but make some assumptions.
