7am to 10 pm EST, but you can make them on the Disney website now and it is alot easier than dealing with a CM.

I agree with PP about using the online system as your first choice.
The phones begin accepting calls into the queue at precisely 7am Eastern. If you delay only one minute to dial, you could wait 45 minutes to reach someone. By then, the goodies have been picked clean.
