At which park? It is different for each park, but generally, the value resorts are the furthest stops. The delux resorts have the closest stops. Is that what you mean?
There appears to be no rhyme or reason to the stop placement.
POP is close to the Studios entrance, Contemporary/Poly/GF is not.
AKL is one of the farthest loadzones away at Epcot, Pop is fairly close.
At MK the Allstars are about the same distance as the Boardwalk and Yacht Club/Beach Club
DAK is the only park where your statement is mostly correct but the Allstars are loadzone 11 which is the first one at the A pavillion, The deluxe resorts are in the B/C pavillion and most are 1,2 and 3. AKL is #7 and that IS farther away than LZ #11.
I don't have the bus zones memorized for every park, but I know that at Epcot, the stop for Pop is one of the furthest ones away. (And at MK as well...although they DID have 2 stops for Pop at MK for a while.) I remember vividly where the Epcot stop is due to the 1 1/2 wait for a bus last may during which time we witnessed 2 different physical altercations among hot, tired park guests.
We usually stay at either Pop or CBR and always pay attention to the stops. We noticed that the closest stop always seems to be a delux and the furthest always seems to be a value.
Just my observation though. I could be imagining it though, which wouldn't surprise me. Seems like 9 out of 10 times when I post something, I'm told it's wrong. Did you know the sky is REALLY pink, not blue?
Locations of loadzones are one thing, queues getting out of hand are another. With POP we could have a continous line of buses available and still have overflowing queues at a closing. In fact, POP has pretty much has a continous line of buses at a closing. (at least at MK and Studios, I'll know about Epcot tonight)
Now that I have been trained at all parks I do know where the loadzones are. No, I don't expect you to memorize them, I on the other hand have to.
Yes indeed at MK POP is the furthest one away. It's that way due to the enormous amount of guests that stay at POP. But again, the AllStars are closer than most and that does incluce CBR. The Epcot loadzone must have changed from the time of your last visit and the time I was trained there. POP is at the north end of the West side loadzones, but AKL and DAK are still farther away from the entrance than POP.

I'm not sure which the West and East load zones are...sorry. If they have continuous buses now, that's GREAT! I know that in 1 1/2 last year, there were 3. What's that...an average of 1 every 30 minutes? (50 minutes in between was the longest time span)
Anyways, sounds like maybe they addressed the issue...I hope so. We were very reluctant to book Pop again for this reason. I hope we don't regret it.
When I last stayed at CBR in May 2005, the bus stop at Epcot was quite literally THE farthest stop from the entrance. I'm not certain we were still in Florida.

As they say, the grass is always greener on the other side of the fence. In Nov. 2006, I stayed at POFQ. At MGM, this was the farthest from the entrance, and the one right next to us was for CF/Poly/GF. By process of elimination, ALL of the Values and the 2 remaining Moderates had to have bus stops closer to the MGM entrance than those Deluxes and POFQ/POR.
