In the case of OKW, the project was delayed as a result of unfavorable response to the models.Well it is irresponsible not to have a firm timeline for all resorts. Something will always come up to cause a delay.

Sourcing materials can also be a problem. Disney doesn't design and construct in-room furnishings from scratch. Since we're talking about high traffic hotel rooms, they need to make sure that products are available in sufficient quantity and quality to withstand the anticipated years of use and abuse. Otherwise we quickly end up with battered furnishings like when BLT opened.

Well, capital reserves contributions are estimated by DVC. There is some practical limit on funds for any refurb job. DVC has never given any indication that funding is a reason for this delay. But if available funds don't cover the type of refurb they want to complete, something has to give. Labor and construction materials have increased in cost over the last couple of years.If there is not enough money from member dues, then someone is misappropriating those funds. Not buying here Disney has been prudent in these refurbs.
BRV was last refurbed in 2014. Per the 7 year schedule, they're running 1 year behind.
