What rentals can you return at the Car Care Center?

Can you return a Budget rental there? Alamo and Enterprise are double from the Tampa Airport. We want to fly into Tampa and get a rental and then use Disney transportation for the last half of our trip.

The CCC is Alamo and National. I believe Budget is at one of the hotels in Hotel Plaza over by DTD.
