What number to use from Canada? If I dial 1 (800) 800-9800 , will it be toll free ?

Probably better to post this in DVC forum. I assume by MS you mean member services for DVC - I googled the number? Not a member myself, but if the call connects with an 800 number then it is toll free in Canada. If you get 'number cannot be reached' message, then Disney is not paying for the number to be available in Canada.

Hi Hon (Yes it is the number to use from Canada)
Yes that's the DVC (Disney Vacation Club) MS (Member Service ) number and it is toll free ,,,and it's is super busy lately so be prepared to wait a long time.
They play nice Disney music though.
