What is the queue for in the Fireworks Lobby?

I don't usually play Fireworks but I had to go there for a quest. I saw there were 3 towers and there was a queue line but I couldn't get in any of them. What are they for? How do you get in them?

The towers are for what place you get in the game
1st is the tallest tower
2nd is the middle
3rd is the shortes
- i think that is the order -
and if you get one of those places you come out of the corresponding tower waving.
