I've seen it on several lists of where to find characters, but I've never heard of it otherwise. Has it been discontinued?

I believe this is the time when the characters come out in front of the castle at Magic Kingdom, usually right after the end of the Cinderella Surprise Celebration Show. There usually are many different characters, like Chip and Dale, Goofy, Pluto, and Minnie (right in front), and a variety of others which could include Lilo, Stitch, Queen of Hearts, Tweedles, Country Bears, Genie, Hook and Smee, Suzy and Perla, Launchpad, and many many more! I always swing by and check who's out every time I am at Magic Kingdom! Nice place to greet characters, as the characters who are not directly in front of the castle have shorter lines. :)

Hope this helps!!!!!!!

"So when does this take place?"

After each performance of Cinderella's Suprise Celebration. At the end she tells you that a few of her friends would like to come out and say "Hello". Then a long line of different characters come down both sides of the castle ramps and go to different spots for autographs and pictures.

Yeah, but is this Cinderella's Surprise Celebration happen frequently throughout the day or at one specified time???

There are different showtimes throughout the day; check your entertainment guide form the MK. Enjoy it while you can because soon a show called Cinderellabration will be replacing Cinderella's Surprise Celebration. No word on if the character greetings will continue.

According to our guide map from this past January, Cinderella's Suprise Celebration was:
Sun thru Fri 9:40, 10:40, 11:40 and then 4:35 and 5:30
Saturday 9:40, 10:40, 11:40, and then 4:35, 5:30, 6:30

So the number of shows depends on the park hours. But it seems that you would have at least 5-6 shows in a day with a character greeting after each one.
