What is "switching off"

I feel like a rookie for asking this but what exactly is "switching off" at certain attractions?

If you have two adults in your party and a child or some children who can't or won't ride a certain ride, you can go to the Fast Pass entry line and ask the attendant for a Child Swap pass. This allows an adult from your party to wait in line and ride a ride while the other adult waits with the kids. When the first adult finishes, the other adult can then get on the ride through the Fast Pass entrance. This is an option for parents that allows them to ride a ride without waiting in line twice. Very helpful during our trip.
 
This is called the baby swap program. It is eligible on any rides that have a height restriction. It's for families who have a child that will not make that height.
 
Normally everyone in your party goes through the line together and the person(s) who cannot or don't want to ride (together with a parent if needed) wait in or near the boarding area. Occasionally, depending on the geometry of the boarding area, those in your party not riding and wishing to ride are told to wait outside and are given a pass to cut to the front of the line when those riding first come out.
