what is a counter service on dining plan?

Can someone explain to me a counter service on the dining plan with an example. We will be staying at Pop century and was wondering if I can use it for breakfast or lunch or dinner at the resort ex: cheeseburger or waffles or pizza or is this considered the main meal on the plan.

CS = entree or combo meal, drink, and dessert. You can use it for any meal, but no dessert is allowed for breakfast.

You can use them at any participating CS restaurant in the parks, as well as all of the hotel food courts. There are even a few places in Downtown Disney that participate.
