What is a "Build-out Budget"?

My little booklets from DVC have a breakdown of the 2005 budget.
The booklet from VWL has two columns- annual budget, and per point annual budget.
My VB booklet has two more columns labeled "2005 Build-out Budget", (with the fourth column being per point build-out).

Does this have anything to do with a special assessment?

Great question. I have heard the term used in construction or commercial leasing as the cost to complete the fit and finish of an interior space of a building.
 
I think this has to do with the original plans to build across the street. It may have something to do with the early owners and the dues that DVD subsidized.
 
BillPA is right. SSR owners who compare the # of units the dues are based on this year is different than when they purchased. As units are declared to DVC they are added to the budget.

For Vero you can see the two budgets are based on 175 Vacation Homes (actual DVC today) or "Buildout" is based on 266 Vacation Homes (the original plan). The very early purchasers didn't have the caveat that the dues could be based on a smaller resort so they continue to get a subsidy that would cover the eventual sale of 266 Vacation Homes.
