If Disney releases the Canada resident promotion (free PH/water park upgrades) to the general public as Mousesavers has indicated MIGHT happen, would we be able to add that to our trip even if it's already paid in full?

First, always keep in mind that availability varies. For example, you may find that All Star Movies doesn't have the discount while All Star Sports does.

With that said, if you qualify, yes this will be a package discount. If your pin code is for a room only, you may want to do some research to see which is the better offer.

Dwherewecome, I would get in touch with your TA and ask them to see if you're eligible and to have the discount applied to your reservation.

if you booked the trip yourself, call WDW the day they release the code to General Public and see if the code can be applied to your reservation. If you booked through a travel agent, call them and have them call WDW to see if it can be applied.
If there is availability at your hotel and room type they will apply the code and refund you the difference, if it is not available for your hotel, you can always see about switching to a hotel where you can get the code.
