My group would like to go to Margaritaville in Cozumel during our cruise. One person in our party looks young, so would their US drivers license be enough identification or do they need to bring their passport? What about Jamaica and Grand Cayman?

State issued ID would be sufficient. :) And they will need to have it to get back on the ship anyway.

Yes but I have never seen anyone carded in the carribean! !:D
This is what we have seen most often. The drinking age in most of the Caribbean--including the USVI and PR--is 18 anyway, and carding is lax to nonexistent at most bars. You may encounter a higher level of vigilance on excursions booked through the cruise line--Disney, notably, only allows 21+ passengers to consume alcohol on their sponsored excursions even in areas where the legal age is 18 but they have no control over any bar, restaurant or independently booked excursion.

Coming from Ireland, I find it staggering that you have to be 21 to legally drink in the US. I remember being in my mid-20s in the US, and being carded for every single drink. Got boring very quick.

We're going to Germany next year. I think the drinking age is 16 in Germany.

Yes, they definitely aren't as anally retentive in mainland Europe. Young teens having wine with meals is completely normal. There isn't the ID obsession either where you have to have ID for everything you do.

A few years back I was driving to Animal Kingdom for a dinner reservation. I didn't have any ID with me, and the guy at the security hut didnt let me in. Had to drive back to my hotel, get it, and come back. I was raging. In hindsight I wish I'd told him where to stick his meal.

Well to be fair ID is required to be shown when you visit a resort that you are not staying in. I am sure the security guard didn't make the rule!

Maybe so, but no where in the booking process or the printed confirmation did it say that.
