When it says that fotl can not be used for the front row of hulk and dueling dragons?

The front seat for these two rides have a separate line, which FOTL cannot be used for. You still get FOTL for these rides but you can't walk up and get in the front seat. But I'd settle for 2nd seat with 2 short people in the first seat!!
