What does "due by" mean to you?

If something is due "by December 1", then it needs to be there by the time December 1 arrives. That is, end of day November 30.

If something is due "on December 1", then it needs to be there any time on that day.

This is exactly what I think as well.

This is why I like it when people give a time as well as a date, takes any confusion out of the equation. I work for a hospital system and when they have stuff like this they put Due by 11:59 pm December 1st
