What does 180 + 10 mean ??

We're staying at WDW from May 2nd - May 12th 2009, 10 nights, I'm just beginning to choose where we will make ADR's for. What exactly does the 180 + 10 rule mean, I keep seeing it everywhere!
 
Anyone can make an ADR for a restaurant 180 days prior to the ADR day.

Once they are 180 days away from their arrival day, on-site guests can also make their ADRs for the next 10 days after their arrival day. Off-site guests would have to call daily to make theirs.
