Yes, it's only available when purchasing direct from Disney, and whether or not you actually receive any money will depend on the state you live in. Some states do not permit residents to be given compensation for timeshare referrals.

DVD reserves the right to add or remove Eligible Jurisdictions as business and legal circumstances allow.
Members in Arizona, Connecticut, Illinois, Ohio, and New Jersey: Due to jurisdiction regulations, Members who reside in Arizona may only redeem Rewards from this Program, or any other similar program offered by DVD, with a maximum yearly payout of $600 during a calendar year. Good point, Jason. My chiropractor has been looking at DVC for awhile, and even used some of my points for a stay at SSR in early October. He didn't know about resale and Disney said they'd sell him 320 points and give him another 320 points. I printed out some resale listings and showed him how much less he would have to pay buying resale for the same amount of points, and explained about loaded versus stripped contracts. Needless to say, he's looking closely at resales now, as well as buying smaller contracts instead of one big one. He seemed very grateful for the information.
