What characters don't sign autographs?

When I met him, there was nobody else waiting so that doesn't follow

it also doesn't follow on the opposite side: we met him in 2012 during the leap year 24-hour celebration, and his line was extremely long and he still signed. he spent a long time with each family, too.

maybe the odd occurrences have more to do with the "friend" being newer/not comfortable with the autograph? that doesn't seem very disney though.

Definitely weird. The one thing I will say is that it was at MNSSHP and I believe Captain Jack was quite a new character for M&Gs so maybe it was the reason you state (i.e. not being comfortable with the signature). Still odd though
