What are these?

I found these at a local antique shop. I thought when I got them that they were pins, but I didnt' open the case. I got them home and opened them up and they're not. So what ARE they? Anyone have any info on them?

I think they're golf ball markers. I've seen several different types over the years at the parks, always thought they would make good pin designs.
