What are bag rules on coaster rides or DCA RSR?

In looking at park photos, I'm "hoping" to setup on the edge of partners statue. I see a little ledge there. I might be able to use that. If not, I'll take what I can get.

If it's the ledge I am thinking about, be warned that the Partners statue is in the center of a fenced off circle. Flowers surround the statue. I've never seen anyone inside the circle.

Oh that's even better. I'd rather be further away from the statue but (hopefully???) in front. I assumed I saw photos from that ledge. If the outer circle is the rope line, then I'm good with that. I've seen photos with the fireworks and the statue and a clear view with no one in front. Once we get there, I was planning on figuring out the real location I'd try for. I plan to get there early so we'll see.

In the past when I've brought my DSLR and my lenses (I just travel camera lighter now as it gets too heavy for me), I would use my camera knapsack for everything as it's well padded and I'd put a leg through each arm strap to make sure it was really secure and not banging around during any rides. Never any problems with any of my camera gear that way.
