What am I missing?

I have searched and read every post that ask's about busy times. Just about everything I have read hear says that the weekend before Memorial Day is slow, however, I looked here : http://www.touringplans.com/tp2/UG2_index.php?PageID=14
and it says the parks are still at level 8.

Am I missing something?

I think schools are starting earlier and earlier and getting our earlier. So maybe several years ago it was slower but I would think alot of southern schools are out by then.
