I'm flying with westjet to Los Angeles in a few weeks. In Toronto I have to switch to American Airlines (but I booked with westjet) will I have to pay for my bags on the second leg of my trip?
 
I will be doing this same thing in July. That is likely what will happen.

No, the fees go with the airline you check in with.

So if you are starting your flights with West Jet, then no you do not have to pay baggage fees.
 

As PP just mentioned, I would be calling the airline to double check with that. I am doing the same, but flying with JetBlue and then switching to a European airline. They have extensive baggage fees. Who would pick up the cost? JetBlue? I don't think so, and I don't think they will wave them for you.
 
I just flew home on American from Orlando, through Dallas, then to Seattle where I flew to Bellingham on Alaska.

I paid the $25 fee at the American counter in Orlando. I did not have to pay Alaska's fee when I got to Seattle and flew to Bellingham.

You will not have to pay.

WestJet actually says on their website that you do have to pay for fees associated with airlines they partner with.
 
this isn't quite the same but i booked on delta and it was a westjet flight from winnipeg to orlando. i paid delta's baggage fees to west jet when i checked in.
 
If you are flying into Toronto on a domestic flight then you will have to go through U.S customs in Toronto, for which you need your luggage.

If that is the case then I think there is a chance you might get charged when you check your luggage with AA in Toronto, unless the bags are tagged by Westjet to go straight through to your final destination.

Given that, I'd call.
