Are you sure you read that correctly? On the Orlando International Airport website they say that curb side check-in is only for passengers traveling within the United States, so for passengers trying to fly to Toronto they could not use curb side check-in. Here is the description on the Orlando International Airport website for you to see where it says it's for domestic passengers only and not international passengers. http://www.orlandoairports.net:/depart/depart.htm
Incase the link does not work for others, here is the description from the page off their website.
Check-in for departing flights is on the Departures Level (Level 3) of the Main Terminal.
Check the Airlines page to determine whether you need to be on the A-side or B-side of the terminal.
You may be dropped off at the curb on the Departures Level (Level 3), and may check-in on the curb if you are traveling within the United States.
At our airports in Fort Myers, Orlando and Palm Springs, the convenience of curbside check-in is available as an alternative to at the counter check-in.

It's not that I don't believe you found this info from the WestJet site, it's the fact how everywhere else it says curb side check-in is only for American passengers that are travelling within the United States.
I know it says they have the service but we had to check in normally when we flew Westjet in May. I'm not sure why they say the service is available if it isn't or maybe it just wasn't available for our flight.

We were first in line so once they opened (two hours before flight time), we were checked immediately. I think it moved very quickly behind us as well!
I've never used it but I don't think I've ever waited more than 20 minutes to check in. This time, I'm coming back on Columbus Day/Thanksgiving so maybe I should look out for the sky caps
