Weird FP+ question

I have searched through the fast pass sticky and I haven't been able to find the answer to this question. So my daughter will be going in June staying on property. She will have an annual pass but her boyfriend will not so they will by him a ticket for all the days they will be there ahead of time. If they do a room only booking and and link his pass and her annual pass, will they be able to book fast passes at 60 days for their whole length of stay? Will they also be able to add the Dining Plan since it is just a room only and not a package

That'd be a yes to both. Hope they have a wonderful trip.
 

I don't see why not. 60 Day FastPasses are perks for staying onsite and have nothing to do with Passholder status. The only exception being that an AP can only have 7 days of FastPasses or as many days as they are staying on site at a time, whichever is more.
