Website design/build help (looking for software)

I run a website (already hosted and paid for) for my annual NCAA basketball pool. The software I use to run the pool populates the data, but I have to build the website around it. I hand coded the original version over 10 years ago (2007 might be the first time I took it online). The look really hasn't changed much, and is looking pretty dated. Since I already have a host, I'm just looking for software that I can download, build the page I want, then upload to the host.

I've found some offline software that might work, but I'm not crazy about spending $50+ for something that I may not be happy with. Does anyone have any experience or suggestions on what I can use?
