I think that's a viewpoint but isn't necessarily a portrayal of how things have changed over time. Things have gotten more casual in terms of apparel which it has been steadily over the years (even before the pandemic). You have hit the nail on the head. It is the idea that if someone gets out of bed in pyjamas and wears the same pyjamas all day then they are presumably wearing the same undergarments (maybe none?), or perhaps not washing, brushing teeth etc., that makes me question their personal hygiene. Changing outfits suggests clean clothes and a wash.
It might be of interest for those talking about workout attire to look at the episode from Netflix's show Explained entitled Athleisure. It's interesting to see how clothing has changed in terms of fit, material, design, etc.
Back to the PP's comment. I took their comment NOT to be about whether they shower before going out but rather they wear shorts and t-shirts to bed for their pjs. To majority of people t-shirts and shorts are considered appropriate. Therefore the person was saying what they consider their pjs would be seen at Walmart/out and about and it was up against an objection to wearing pjs out and about. That's at least how I read their comment.
