Prior to COVID-19, there were days over the holidays where some parks would briefly reach capacity. Now that reservations are required for park entry, is capacity smaller (due to COVID-19)? Are lines at parks that no longer have reservations available still a little shorter than pre-COVID-19 "capacity" days when the capacity was presumably higher?
 
Hard to say what Disney allows for park reservations any given day. If you are going during the holiday week, I would expect the same crowds / lines as in previous ( non covid) years.

I was there the week of 12/11-18 and walking around Fantasyland on a "5" day, I have trouble believing that you could put twice as many people in there on a "10" day. Granted those aren't Disney numbers, but I have doubts they are holding back much capacity.
 
There have been days where all reservations for all parks in all tiers have been filled

however as far as I know hopper entry has only ever been paused for magic kingdom on 10/1
