Is October pretty mild with crowds? Is this why some of the major rides are down for refurbishment? I noticed TOT and BTM is down during the month.

October is usually pretty good as far as crowds go. However, it's my understanding that LOTS of people are taking advantage of the FTP package that was offered. I believe that there will be a goodly sized crowd there. But, the crowd will probably not approach the volume experienced at peak times, so it's still a better time for Disney to refurb rides.

Trust me, I'm going in October and I am so bummed that some of the rides are being refurbed.

From Labor Day till before Halloween is usually a time where they do some maintenance work as crowd levels aren't like they were over the summer. That's the trade off of going to WDW in the off season.
