We've got a cruise booked for spring break (March 2016). While onboard, we will probably book another cruise. One option we're considering is going to WDW, then a cruise, possibly for spring break 2017 or sometime that summer. Does Disney still offer the land and sea packages or are you better off just purchasing separately? Can you book land/sea packages onboard?

I think you're better off booking separately. You control both reservations yourself. I would re-book on-board then when WDW rates/offers are released for the same time period, book your WDW stay.

It's just easier booking separately. You can technically join them, but there is no real benefit that I could figure out.
