My personal favorite is Norway.
The best cc cookies on property though are at the little Sleepy Hollow place near the castle. Funnel cakes, yuck...but cc cookies...mmm! better than Main St.'s
I also like the chocolate covered rice crispy treats on Main Street. The Confectionary place is one of few places that has fresh ones. Most others are farmed out to a non-WDW bakery.
At HS, there is Starring Rolls, but also fresh confections at the Villain Store..just past the ride time board (not really a bakery, per say).
France has some pretty good treats, but I think Norway is better. I really like the no-sugar mousse. you'd never know it was no sugar! Germany's Sommerfest QS has some killer chocolate cake if you like the German style Black Forest cake.
Otherwise , I kind of think the bakery offerings at the resorts are mostly about the same. I can't think of anything at CSR that was outstanding, but the display is impressive, and they have quite a selection of offerings.
The Goofy's Confections at DTD has those chocolate- dipped items that look pretty good (not really a bakery though). We've done the BWK bakery many times, as long as the line is not too long. Otherwise we'll just skip it and head over to the food court offering at Sunshine seasons. I like that you can get fresh fruit with your pastries there...sort of balances things out.
