When we first started booking our trip I asked about renting an ECV for dd and found that we would need to rent from an off-site vendor bec of her age.

DH thinks it might be a bad idea to rent an ECV since she doesn't use one normally and has no idea how to use one -- he doesn't want there to be a learning curve to using it in a park full of people.

So, we decided just to rent a WC at the parks to have for her (she had surgery to remove a bone/reconfigure tendons due to an athletic injury but also has a blood and heart condition that causes her to tire easily and sometimes faint). But, in looking at the WDW site it says you must be 18 - she is 17. Please tell me that just means that one must be 18 to rent it but not that one must be 18 to ride in it?

I don't know that she'll want to be in it all the time - she doesn't like to feel different -- but in lite of reading the other thread regarding using a WC I really think we need to consider it so she can enjoy the trip. I realized when she and I went shopping w/ oldest ds and his gf this weekend that she doesn't have the stamina she used to not to mention the fainting thing is nerve wracking - despite the Dr's telling us it's her body's way of taking care of itself.

I am doing the FP+, planning down time, and using the touring plans since I have her to consider and a 10 yo special needs ds that I need to plan for the least wait and close proximity to people. Thankfully, my middle ds has gotten better w/ dealing w/ his issues so I'm not as worried on that front.

Any one can ride in a wheelchair but the person renting must be 18.

It is hard driving an ecv in disney if only because you cannot look around, you are constantly watching where you are driving. It takes a lot of mental and physical energy. So I understand the family's decision.

Also she would not be able to use her phone and drive an ECV and I am not sure most 18 year olds today know how to put the phones away! ;)
