Water from QS restaurants?

With many places limiting or prohibiting access to the restaurant without mobile ordering first, is it still possible to get cups of water from QS restaurants without ordering anything else?

Yes, I did this a number of times at Cosmic Rays. I just told the Cast Member at the front door that I was stopping by for a cup of water.

Didn’t have any problems at the American pavilion in Epcot going in for just water

When we went all the QS’s had trays already filled with dozens of covered waters to hand out.
