Well, nothing compares to the food at V&A but if you are determined to skip it then.....
Yes, you can see Illuminations from Bistro if you get a window seat that faces the World Showcase lagoon. And this is a much more romantic environment than the other places listed here.
The problem with Bistro is that the tables against the windows are very limited. So if you go there and request one of those tables, you might have to wait awhile to be seated. In the 10 or so times we've eaten at Bistro, we've had window seats about 25% of the time. The view is not 100% because of trees but it's still a great view in a romantic environment with excellent food/service. However, if you do not get a window table, there is no other option for viewing fireworks. And the diners in this restaurant will be wearing slacks (if your husband is opposed to dressing up this may not be a great choice either as I've never seen "park attire" here). The waiters are in tuxedos and it's definitely more upscale that the traditional WDW signature restaurants.
And I agree with the PP who wasn't as thrilled with Ca Grill for a romantic dinner. We also like the food there (much better than Narcoosees) and have eaten there many many times but it's definitely not romantic as it's packed with people, very noisy, and the view of the fireworks is not nearly as good as being in the park. Plus at this late date, getting dinner reservations at either of these places with a time to coincide with fireworks might be a little tough now.
