Found out in the DL forum that Walt's apartment in Disneyland did not have elevator access until fairly recently (not in 2017, but did when I went 7-2019).
Wanted to share in case anyone has it on their bucket list.
It is an outside elevator similar to many DL attractions. I couldn't take photos because it was backstage but I've included photos of one of the two elevators on TSI. On my tour there were several CMs that joined us for the apartment part of the tour and one operated the elevator and escorted each of us over to the apartment to join the rest of the group that took the stairs. I think the CMs main roles were helping to take photos and as security.

You can take your chair inside the apartment as well as have your photo in front of the couch, which is the designated photo spot where CMs take your photo since no other photography is allowed. The only place that might be tight or too narrow to look at is the bathroom, but it is only a few steps from where you'd leave your chair.
The rest of the tour is wheelchair-accessible besides needing to transfer into the ride vehicle at Alice in Wonderland. Everything is ECV-accessible except you might be required to transfer to a chair to visit Walt's apartment and possibly at IaSW. I'm not sure what the official tour rules are. I've read other tour groups have visited different attractions but they seem to be all opening-day attractions that Walt was directly involved with.
You don't need to be in a wheelchair to use the elevator. If you have bad knees or whatever just let your tour guide know beforehand because it requires another CM to come help, possibly a key, it takes extra time, and the tour has to wait until everyone is inside the apartment before continuing.
