Walt Disney World's Play Pin?

I was just watching ABC's 20/20 and they were discussing lines from stores to even theme parks including WDW. They showed the Dumbo ride and then this giant play pin area where kids could run around like crazy waiting until it is their turn in line to enjoy the ride or character meet and greet etc.

What is this place? Where is it in WDW? Why and when was it made?

I think it is between the two in the big top tent... But that is in Disney World, not Disneyland.
