Waitlist comes thru

On 6/15 we requested a 1BR, 11/20 - 11/30, BCV first choice, SSR second, OKW Third. MS responsed that nothing was available, so we went on the waitlist.
MS called today confirming SSR for those dates. We're still on the waitlist for BCV, why not?
There's a million tales out in waitlistworld, this is just one of them.
