Are wait times only displayed outside each ride, or is there a board displayed at each land/area with wait times for all rides in that area? TIA

There are boards here and there, at least one in each park that I can recall.

And you can download the official Universal Orlando app if you have a smart phone. Quickly pull up wait times (plus show times). Just be sure and adjust your location settings as the default is to have it always on, which quickly drains your battery.

Yup. Free WiFi in the parks and it was VERY reliable when we were there a week or so ago. I even recall seeing in several of the ride queues little hubs/repeaters tucked away to keep your signal nice and strong.
