what are the two times they do the tours each day at magic kingdom?

I had the same question, so I'm glad you posted it.
Can I add, how & who do you call to set it up ahead of time?

The tours are 12:30pm and 4:30pm. In order to book the tour, you
take either your VIP quest card (obtained by completing the quests
available in VMK Central) or the certificate from the Hidden Mickey quest
to City Hall at the Magic Kingdom.

If a tours are full for that day, you can book another day. I think it's best
to try for the tours in mid-week.

Important thing to keep in mind for those going end of November through
Christmas: They will not have a 4:30pm tour on days the park
closes early for the Mickey's Very Merry Christmas Party.

How do I know? I found out they didn't run the 4:30pm tour on a day that
the park closed for the Mickey's Not So Scary Halloween Party a couple
of weeks ago.

We were just there last week. The tours were 12 and 4:30. On the MNSSHP days they had only one tour at 12:30. That's the one we took. LOVED it!

You have to set it up in person, either for the same day or ahead of time.

The reason you can't call ahead of time is that the Guest Relations cast
must see that valid certificate from the Hidden Mickeys online quest or
the VIP quest card prize in order to book you on the tour.

I have received them from both DL and WDW and they are the same card, so you shouldn't have any problem!
