does anyone know if there is quest in parks in other disney lands besides in california?

There are quests for Adventureland, Frontierland, Tomorrowland, and High School Musical at MK in WDW. They are available at the theater on Main Street. We have done them all and had a lot of fun.

As of early December 06, there were several WDW quests to do at MK, and one at AK. Unfortunately, the only place to pick up the paperwork and the cards is at the VMK shop on Main St. at the MK. Be sure to ask at the counter; they don't display all of the quests on the racks. (We did all of those Bobcat listed above, and also at least 4 others, including ones that were themed on Halloween and Christmas.)

It's my understanding that there will be at least one Epcot quest and a resorts quest coming out early this year.

I REALLY wish that they would open a VMK kiosk at Downtown Disney -- the VMK central shop at MK closes rather early, so we've missed it a couple of times and not been able to get back on the same trip because we are not revisiting the MK.
