I don't have advise about September but my family and I always go to Europe in late February or early March. They warm up earlier then we do so it is a nice time to travel and we find it to be inexpensive.
I was just there this past september. Weather is beautiful but I can't say that it was any cheaper than any other time. Avoid august because that is when they all go on vacation. July can be very hot especially in the cities and southern regions. Check local websites for festivals and feast days. Hotel rates will be very high for the popular ones.
like anywhere else, the cheapest time of the year is when nobody wants to go. We are going next week and found hotels to be extremely reasonable...but then it's gonna be cold and fewer tourists. I can't imagine Italy NOT being amazing at any time so I'm ok with the cold (plus I live in Mass and I'm used to it). We got really reasonable FF mileage so our air r/t was only $400 (we had to buy some miles)...we got 10 nites hotel free from FF miles...
so far air, hotel, tickets, train...we have spent only about $1600. All we have to pay for now is food and souvenirs..and i'm SURE i won't buy anything.
Wine, olive oil, balsamic vinegar and more wine! Oh, and leather and gold from Florence. And Venetian glass from the Murano glass factory. And limoncella from Sorento. Oh, and don't forget the wine!
Italy is still pretty popular in September. If you want to save money on airfare and hotels, early November through mid December is best or after Easter til mid May. Airfare and accomodations are your two real controllable items.
